My Lord,

In pursuance of the Suggestions contained in Your Lordship's Despatch No. 3 of the 29th February, and with reference to the concluding part of Your Lordship's Despatch No. 46 of 31st July, I have the honor to inclose and submit some suggestions for the modification of the directions issued by the Treasury Department to the Auditor of this Colony.
The difficulty of carrying out those directions arises principally from the large Establishment of Clerks required for the voluminous details therein.
Every new... her... it became necessary (in consequence of her getting aground in the river to Chao-foo) to send her again on that expensive trip, from the want of means to repair her copper at Hongkong. Under these circumstances, both of policy and economy, I could impress on Your Lordship and the Board of Admiralty the importance of an early decision in favor of that measure.
